Create Birthright Request

This method creates "Request" record for a new user in SSM.

The Authorization must have Bearer followed by Token.

Optional params: SAVUSERNAME - in header, REQUESTTYPE, REQUESTER, COMMENTS, USERNAME, startdate, enddate, SYSTEMNAME, ENDPOINTS, entitlement, APPROVER, ACCOUNTNAME
